There were two women who were asleep on inflatable floats. When one woke up, she found the other missing off of her float. According to bits and pieces from the lake staff, the woman who drowned was a weak/non-swimmer.
There have actually been at least three drownings at the lake in recent years. There was this one, one that was alcohol related, and one which was a medical situation. We were actually at the lake about the time that one of these occurred. The refresher that we were doing for a boy scout troop was cancelled. I recall that the scouts were interested in participating in a real life search and rescue, but were turned down by the local authorities.
In one of the these incidents, the former Manvel Chief of Police tried desperately to obtain public safety dive team assistance. He told me that it was three hours before he could find a dive team that could come out for assistance. Immediately after that they attempted to form their own dive team. Unfortunately, during the planning phase, there was an issue in the department not related to the drowning and the senior personnel were either retired or otherwise separated from the department. The interest in the public safety team died with their departure.
