South West Rocks is a really nice spot for the non divers too with a great caravan park on the beach.

Yes, it was my first idea, but seals rocks seams to be cool also, with a nice caravan park an cabins near the beach. And it's closer from Sydney.
Forster is very busy during the peak season, but it should be much more quite in february ? Don't you think so ?
 
I've only been to Foster once and it was blown out. My husband has dived there a fair bit but it seems if the sharks aren't around there isn't much else. We wound up doing Turtle something or other but there were no turtles.
We dive with Fishrock dive centre they have a small hotel attached we have stayed there. I haven't done a dive at SWR where we went looking for sharks and didn't find any. Diving through the cave is amazing and there are heaps of other things from glowing urchins to Eastern Blue Devils even saw a Queensland Grouper at Green Island.

Seal rocks is a nice spot (your only talking a maximum of 2 hours further driving to South West Rocks from Forster (and already roughly 3.5 to Forster Anyways))

In February, Forster will still have its population at about 300% it's normal levels, still a crazy time of year there.

Also, be aware, that when diving at Seal Rocks (which is not always possible given the weather, whereas South West Rocks, having an island to hide behind helps, and generally can be dived in most conditions) You do not take the boat from Forster, you travel from Forster down to Seal Rocks, then swim out to meet the boat off the beach.

I'll try to stay at Seals rocks to avoid the crowd, I don't mind if I have to swimm to the boat.
South West Rock is very attractive, and I could change my mind, but I've seen few report saying that the GNS weren't always there, It doesn't seems to be the case at Forster or Seals rock ( except in case of bad weather of course, you never know...).
I understand that diving there is not only shark diving, but there are not so many places in the world for Grey nurse shark diving : South Africa, US east coast and Australia, which seems to be the best one.
It would be stupid to miss them...

In years of diving at SWR, i dont think i have EVER done a dive without Grey Nurse, i HAVE done dives out of Forster without seeing a Single Grey Nurse previously, i guess it depends on the day. I wouldnt give a written guarantee either way, but to each there own. For example, one of my favourite dives at South West Rocks is the pinnacle.
