That sounds about right, maybe even a little bit warmer. Summer (April - May) gets the temp up as high as 30C while the weather in the cold season (December & January) is usually around 24 / 25C. The lowest I've seen in puerto Galera was 23C, a bit nippy for night dives for us tropical divers!
 
This year when I was in early February there were thermoclines and temperatures were 22C/23C at the low end.
 
I was there last week and reckon it was about 26C, which is about normal for this time of year. I don't get cold easily and a 3mil shorty was sufficient.

While most everyone who replaied has it right, my logs for the last four years say you will probably run into 25 - 26, unless you are headed deep (off of Verde Island point for example), then drop that by another 2 degrees.
 
Just got back , it ranged from 24°-28°C.

Which to a hardy group of divers from Thailand was considered close to freezing.

Depending on your diving style I would recomend 3-5mm and hood.
