GOTO loreto for a fun diving experience at a great price for diving & hotel. Of course if your into all night clubs and bars don't even consider Loreto the town really closes down after 10pm, but the diving is world class

The Ultimate Bad Example
My vote is San Carlos MX easy drive from AZ, NM, or West TX. Good place to stay is Marina Terra Hotel/Resort. The dive service I used was Gary's Dive shop. Visit www.SanCarlosMexico.com for more info.
