Scubaboard software/setup

I'm just curious -- what software package does Scubaboard use, where was it purchased from, and who or what set it up?

I am looking for something similar to set up a completely unrelated professional forum (legal). I like the way Scubaboard works, so I was hoping someone could point me in the right direction. Thanks!
