Can someone tell me what is the real purpose of the red circled part shown on the picture below?

All I see is entanglement point.

?? We were using regular cam-band tank straps....

Dunno then lol. Were you using longer tanks like 72s?

I honestly don't remember. A long time ago! I believe we had BCDs, with nylon cam bands, and AL80s. What I remember for sure was dropping down and my buddy and I taking off each other's pull rods so we could use them for ticklesticks for lobsters, and then reinstalling them before surfacing.

Don't use that particular tank boot. It is smooth bore and does not have rifling to draw away water. If you intend on using it you may see rust marks in a few months.
