I am looking forward to doing some shallow scuba in Hurghada in January. I have read that it is best to wear a scuba vest as it helps you to lie straight in the sea. Can someone confirm this and if possible please advise a cheap brand I can buy?
 
I think maybe you're referring to a BCD. Remember that anything you use underwater is life support equipment. Cheap is not always safest. The best thing you could do, is take an introductory course.

Buy a cheap (cheapest) wet suit 3mm thick and boots for your feet

Perhaps you are thinking of snorkeling vests? These are meant to help poor swimmers stay afloat and comfortable when using a mask and snorkel and observing from the surface.

Scuba diving requires control of your depth in the water at all times. This is called bouyancy control and, in modern scuba gear, is made possible by the use of a bladder to which you can add or remove air to compensate for your natural bouyancy and that of the gear you are wearing, including the ever diminishing weight of the gas in your scuba tank. The bladder is incorporated into a piece of equipment that looks like a vest or backpack and is called a BCD for Bouyancy Control Device. Learning to use the BCD is an important part of scuba training.

Scuba gear, including the BCD, can be rented (hired) by the day. I would not purchase it until you are certain you wish to continue with the hobby.
 
Are you planing to snorkel at the surface or really do scuba diving with a tank and everything and be submerged?

From your question I would believe you are not certified, hence you cannot just dive. You need to get a course for certification or do a discover scuba dive.
For both you will get a complete rental equipment and help for it. And you will have a guide/instructor who watches and helps you.
Of course you can then buy your own more sophisticsted equipment, which makes things easier, but will likely then cost more.

To really answer your question you need to be more specific about your plans.
