I have never dived in Cambodia but I did some Research.
There are some divesites that are supposed to be very good.
Near Koh Kong Island is Shark Island Diving Koh Sdach and Shark Island, Cambodia - YouTube
South of it is a divesite called Condor Reef
The Dive Shop Cambodia: Exploration & Research Trip to Koh Kong, Shark Island, Koh Sdach and Condor Reef
For these two divesites I think it is only possible with Koh Kong Divers on the Island of Koh s'Dach.
In the far south there are Koh Prins, Koh Tang and Koh Poulou. All of these are only accessible on a liveaboard trip with the diveshops on Koh Rong and Koh Rong Samloem.
