Does anyone know when scalloping season begins and what the regulations are?
 
There's no season as far as I know. You can take them all year, but I think they've been few and far between(in diveable depths) in the past few years. The shells have to be a certain size(3 1/2 inches?) and you can only take a certain number of buschels? unshucked and gallons? of shucked meats per day. Look up the exact regs at the Massachusetts Division of Marine Fisheries website. If I was web-savy, I'd give you the link, perhaps someone else can.

In MA the saeson for bay scallops begins 10/1
 
I'm pretty sure that that only MA residents can take sea scallops in MA.
 
I am pretty sure ME is Nov 1st and NH Dec 1st. Maine requires a license, NH does not
