Just get an inflatable boat or a kayak. I've motored past the Cove's lousy conditions only to find great conditions in open water (Great Pinnacle, Thumbs Up, Downtown, Marcos', The Needle, etc).

You just gotta get out of the Cove!

Ditto what Danno said, get out of the cove. There's lots of reasons for layers like that, one might be a thermocline. Usually deeper is better, but 30' isn't generally deep enough.
