with Partial Pressure(older method of mixing) the gases are not perfectly mixed/distributed... They used to let the tanks sit for a while before analyzing.... This is not really necessary with continuos blending methods... But again if it makes the gas blender and shop owner feel good there is no harm....

Out of your area you may find that pp filling is still the most common fill method. In areas where diving is more seasonal a shop can be very reluctant to invest in the tanks and floor space required to bank mixed gasses, even Nitrox. In New England USA I only know of a few shops that do and in the winter they have very low request for Nitrox and zero requests for He mixes, When the ice is on the water no one needs the extra bottom time or wants to go deep enough, or can get a boat to go some place where you can get deep enough, to need mixed gasses. The caveat is divers who head south to the warm water or caves that take their tanks with them.
 
Agreed, I was only speculating on what motivated them to bother with the additional step of rolling.

Only if the doubles are attached to the BP/wing and are worn by the diver, must be tumbled as a complete set for the most accurate reading :D
