There are relatively little difference from a one MFG to an other, the designs are not radically different from one regulator to another. My DX4 and Legend 1st stage are much more similar than oceanic or Aqualung would care to admit, and my Legend LX Supreme and HOG Second stage are damn near identical.
That being said as long as a tech can get the parts and Expensive specialized parts are not required any tech can rebuild/service any regulator.
Some LDS are Focused on Profit, others on customer service and the very best ones do it for the love of the sport, if they can make a little money out of it all the better but not the primary focus.
