Depends on the material and construction and color of the T-shirt. A standard cotton T-shirt is typically not sun blocking - and gets even worse when wet. A poly/spandex T-shirt is often better. With UPF-protected clothes, the weave is different and often times is made from a special fabric to help form a barrier against the sun's rays.
