Ok, so if I get this right:

As long as the guy didn't dunk the first stage with any of the second stages' purge button pushed, then it should be ok.

It's ok to push the purge button of the second stage when dunked in water, if it's not connected to the first stage?

That is correct. Water is a problem in a 1st stage (and SPG) where it is difficult to remove and may contribute to corrosion. Water would only be a problem in a 2nd stage if the design provided places where the water could be trapped and vulnerable metal and other sealing surfaces could be exposed to corrosion and contaminents. In general, scuba regulator components are not subject to damage and corrosion from contaminated water as long as they can be thoroughly rinsed with clean, fresh water and dried before storage.
