Look at the distance between the center piece and either valve. IF you can put the bands on, and IF they are approximately equidistant, you have NOT cross-threaded either valve. I have ALWAYS started my manifolds while the rig is standing up. I feel it better. I DO use a lot of care making sure that everything is square before I continue and I have never crossed any threads on my tanks.

If your tanks are properly hydro-statically tested and Visually inspected, there is really NO REASON for the shop to tear your tanks down just to re-assemble. If they insist, then I would find another shop!
