Thanks. I did stop in at the dive shop there when we were down. They must have been having a bad day though. The guy I spoke with wasn't too informative. Didn't provide any shore diving sites. Didn't even seem too happy with the boat diving there.

Adobe Car and Van Rental in Tucson claims to be one of the "few" rental car agencies that will rent cars to be taken into Mexico - and I don't know of any others in Tucson or Phoenix. If you can fly in to Tucson, or take one of the shuttles from Phoenix down to Tucson, the distance from Tucson to Penasco is almost exactly the same as the distance from Phoenix to Penasco.
