Cancun, Q.R. — A man died Saturday while diving at the Hacienda del Mar marina located in Puerto Juárez. Witnesses who called emergency services reported seeing the man gasping for air.

He was removed from the sea and an ambulance requested, however, he died due to their efforts. Medical personnel were only able to confirm his death upon their arrival.

Authorities have only confirmed that the diver was a man from Mexico City. They did not say if he was a resident or visitor to the Cancun area.
 
Gotta love bad translations or simply writing in a non-native language:
" . . . he died due to their efforts."
So this would seem to mean they killed/murdered him.
Hopefully/presumably they meant " . . . he died despite their efforts."
