FACT: 49CFR180.207 prescribes the procedures for the condemnation of cylinders. They are to be condemned by stamping a series of “X”s over the DOT specification number and the service pressure or by stamping “CONDEMNED” on the cylinder shoulder. Only at the direction of the cylinder owner may the requalifier render the cylinder incapable of holding pressure. Additionally, the cylinder owner must be notified IN WRITING that the cylinder is condemned and may not be filled with a hazardous material.
First, I want to say that this "FACT" statement has a very big error in it. Seriously, none of you guys have checked the horse's mouth? Just read it and took it as a fact, no checking? Nice, all of you. Hope you check your own air pressure.
First, it is not 49CFR180.207 but 49CFR180.205. Yeah, this is how I know no one checked. The interesting text is at 49CFR180.205(i).2(iii). Here is the link to the relevant text (scroll to bottom of the page for [i - "Cylinder condemnation"] paragraph).
"As an alternative to the stamping or labeling [...], at the direction of the owner, the requalifier may render the cylinder incapable of holding pressure." -- The owner must check, I guess, any paperwork one would be signing before handing the tank away for the test.
