Here's the quick fix in Photoshop Elements 3
1. "Remove Color Cast", using the white area just behind and below the pec fin as the reference.
2. Auto contrast.
3. Levels adjust. Crank the mid level slider a bit to the right on the green and blue channels.
I then added a hue/saturation adjust layer, and cranked up the saturation a bit, but didn't like the result and deleted it.
