Once more I'm posting for a friend.

Is the posidien cyclone enviromentally sealed? If so is it a good cold water reg?

It is a great cold water regulator. It is made in Sweden!

The environmental seal on the Cyklon 300 was an option. I believe the environmental seal is still an option in the more modern Cyklon 5000.

Even without the environmental seal it is probably a better cold water regulator than many others.

You can still get the second stage in metal with also makes it a better cold water regulator.
 
One should use good whiskey in the anti-freeze cap so when the diving is done....
 
I have used a Cyklon 5000 metal since 2000 and its my favourite Reg. Only recently started cold water diving in Scotland and its really good even with out the wee condom that fits on the first stage. No one seems to bother using the cold water adaptor kit in the Uk. Getting a decent place who know about them to service them seems to be the trick. Apparently they can be a little tricky to set up.
