Are Mallorca caves opened for everyond? I've hear you need some permissions which are not easg to (unless you knows "someone")

Many are permit only.

But remember not only we are talking about the eu, but it’s also Spain/Portugal, so nothing is really closed

I guess it means that, because our (I'm Spaniard) cultural trends, we would be quite flexible on rules/laws.... good luck to him when coming to Spain if he thinks law is negotiable here.

Unfortunately, I think the rules were made stricter in Mallorca because more and more foreigner came an broke the rules and posted youtube videos .
Before that you could just ask the land owner, now you need an official permit.

When I talk to my Portuguese friends, it is not rare to hear how such and such rule is soft and flexible (doesn’t mean it doesn’t exist, just means there is a gap between what is enforced and people care about and what’s on the paper). I hope it’s also the case for cave permits there, because Portuguese turn around times for govment permits is legendary.

No idea about Spain.
