Many are permit only.

What is that supposed to mean?
I guess it means that, because our (I'm Spaniard) cultural trends, we would be quite flexible on rules/laws.... good luck to him when coming to Spain if he thinks law is negotiable here.

Unfortunately, I think the rules were made stricter in Mallorca because more and more foreigner came an broke the rules and posted youtube videos :(.
Before that you could just ask the land owner, now you need an official permit.
 
When I talk to my Portuguese friends, it is not rare to hear how such and such rule is soft and flexible (doesn’t mean it doesn’t exist, just means there is a gap between what is enforced and people care about and what’s on the paper). I hope it’s also the case for cave permits there, because Portuguese turn around times for govment permits is legendary.

No idea about Spain.
