$50 in Monterey, on site, when you consider the fill and the viz is part of it, not to bad.

In Southeast FL at the LDS I use hydro is $50 for steel and $45 for aluminum plus tax. That includes the VIP and either an air or nitrox fill.

Hi: I will find out and let you know. ( what is RIN stand for?). I am almost 100% sure that the answer is yes. He does the Hydros in house. Usually a week turn around time. Or I can pick them up for you if you are not in town.
