I was going to recommend Akumal, but on our last trip the prices on food had gone up so much to be totally unreasonable. Not a single dinner was less than $20 and the $2 guacamole in PDC was starting at $9. The restaurants in Akumal have certainly found a way to kill the goose that lays golden eggs.
 
Puerto Aventuras is really close to the cenotes, I would stay there. My favourite place to stay there is the Omni. I think you are required to have a dive guide in the cenotes, not sure. Most dive ops will pick you up and drive you to the cenotes. Have fun!
 
Hi. My BF and I stayed at Maya Tulum. It is a yoga, health retreat in Tulum they have a good MBL package with food, and rooms. We found the rooms more than generous and the beach at our door. The cenotes were never more than a ten or fifteen minute drive into the jungle. I would not say it was cheep but compared to Dreams, on par. Have a great time.
