As in "legally required", or "your C-card is invalid without it", aka a pilot's license?

NO. ABSOLUTELY NO.

Just what we don't need - more government regulation.
 
I haven't heard of someone showing up in a tropical island's resort and not being asked a certificate, if you don't have one, if you're lucky enough you'll find a local doctor.

The same goes for most Europeans countries
 
I agree, we do not need the Government putting their nose in SCUBA. They already have nearly ruined aviation.
