Dave, here in NZ, clams (scallops) are the most dangerous fish in the water as far as divers go for the reason you have just stated.

What I do is carry a small spool and a lift bag. In shallow water with a boat, I tie off the bag, surface and then haul up the goodies when the boat picks me up .

If I have to swim, I attach the lift bag and that stops me having to struggle on the surface.

Way too many people have drowned while holding on to a heavy bag of shellfish.

not me?
i stay on the surface just fine..
but i do have a lift bag and reel just in case :)
