My understanding was that you have to send in your birth certificate. So, if I don't get it in time, I'm screwed.

I'm not sure, but I seem to remember there was a way to "express" it, and get something like a week turnaround on your passport. I believe you had to apply in person at the passport office in Boston though. Drop by a post office, get the application, take a look at it and ask them about it. I know when I was getting my application they were giving instructions to a lady in front of me who needed one in like 3 days. [BTW: That happened to be in the framingham post office].

You can express it, but it costs $145 plus the pictures, so like $160. Delivery within 2 weeks. I'm just trying to find out if I can get by without. $160 is a set of Softwear drysuit underwear or a speeding ticket or half a regulator, or half a diving computer, or a class, or half a HP tank, or 16 fills, or 4 dives in the Bahamas, or any number of things I'd rather spend money on.
 
Looking at the passport pages on travel.state.gov [surfed to from usps.gov] I see:

"If you apply at a passport acceptance facility, the same day that you apply, your application will be sent to Passport Services for processing. Your will receive your passport within 6 weeks via first class mail. If you apply at a passport agency, you will receive your passport within 5 weeks (25 business days) via first class mail. "
