One of the boat captains says he just heard it in the radio twenty minutes ago...something like Pone, pone,....the chutes did not open. asking for boats to look for them in the water.

what does "pone" mean?
 
who knows.... what does the French word Pon mean? a step down from Mayday?
 
Pan Pan Pan is the English step down from Mayday

The normal call is "pan-pan, pan-pan, pan-pan". (pan-pan, repeated three times) Typical maritime use is for an urgent, but not immediately life-threatening problem ---- out of gas/dead engine, sick crewmember, Coast Guard requesting mariners be on the lookout for a missing boat, etc.

The next lower level is "securite, securite" ---- for announcing hazards to navigation, a large ship or tug & tow announcing it's intention to pass through a narrow passage, or around a blind bend, etc.
