Painting/sanding down corrosion on neck of tank.

I have a steel tank with a little rust and corrosion on the flat part of the neck where the O-ring to the valve goes. Can I sand it down a little and put a coat of galvanized paint on it or will it cause the cylinder to leak? Sorry, not a good photo, but hoping I can give you a good idea of where it is.

If it's down in the o-ring groove, I probably wouldn't mess with it. If it's up on top where the tank shoulders to the valve, it's not a big deal. Be sure to remove and add material evenly.
 
Navel jelly aka dilute phosphoric acid will clean that right up. I would not put galvanized paint on an oring sealing surface though.
