If you mean largest or most wide-spread, then arguably yes. Chronologically though several agencies predate them, NAUI for one

Sorry sometimes us non native english speaking we do make stupid mistake :dork2:
So yes I have chosen PADI because it is the most wide-spread certification agency :D
