I hold one of the PADI Law Enforcement Diver cards. Mine was issued several years ago. When was the last time you heard of a police department or a fire department issuing scuba certification cards. They don't. NAUI, PADI, SSI, TDI and some others offer specialty programs designed by those who are called in when all else fails. Don't be too quick to "poo poo" the certification unless you have earned one of the cards. The Course Director that issued my card was, at the time, running the PSD training program for the State of Georgia. An instructor with documented training and success operating in a certain realm of underwater operations may submit and be awarded a "designated specialty" instructor status.
