PADI gift certificate or talk to local shop first?

As far as prices go, it will certainly be cheaper than buying the course directly from PADI. Your cost for elearning is 195, my cost as an independent instructor, is somewhat less. Shops will get that same course for your relative for about half that cost (I'm not sure exactly how pricing works for shops, but suffice it to say it will be much less that what you'd pay).

Books are even cheaper than elearning in the PADI system, so there's that to consider as well.
 
Another vote for cash. If you were able to use your knowledge and experience to make a better decision on an instructor than the recipient could make on their own, that would be one thing. But since you're far away and can't do your own due diligence, give them the flexibility to spend it as they see fit instead.
