There are divers that are content to follow guides along well trod paths in crystal clear water. If this program gives a novice diver a broader experience gives them a reason to get in the water, great. As long as they aren’t selling it as the one true path (I think that is the DIR/GUE sales pitch,which is taken).
Of course it is a marketing scheme. As long as they don’t sell it as a must do, I don’t really have a problem with it. Some people enjoy card collecting and if it keeps them engaged in the sport, more power…
