Some boats I can recommend out of the LA area include The Peace, and The Great Escape. Both awesome for a great crew, and the Peace has killer food!

I also recommend the Great Escape. However the GE has reduced it's number of open boats quite a bit this year.
Food is great and the captain and deck hands have always been good, bunks good, and plenty of room in the galley and deck.

The Great Escape is a great boat and the price is reasonable but for some reasons they have a hard time filling the boat.

That's extremely unfortunate. I've never had a problem with PacStar and have used them multiple times. I enjoy the crew and the boat immensely. Calls have been promptly returned and I've had great dives.
Yet I'm not sure why you'd ask Sport Chalet to return your money for the rental? If it wasn't their charter, then... They do offer charters, however, so if you have issues with anything - from the boat to the DM, speaking with their customer service will go a long way to resolve the problem. They take complaints about dive boats and DMs very seriously and do quite a bit to ensure the customer is happy. Have you called them, too, about the issues with the BCD repair? SC is definitely on my list of people I really like to deal with - they've always dealt with me straight and fair and are an excellent LDS.
