I am still working from the Tec pass, and I am no close to even get a first stage for GUE standards, so please consider my opinion within context.
I have heard the same from at least 2 GUE instructors I can remember regarding this. To paraphrase from memory: "The necklace should short enough to be able to grab it using only with your mouth and long enough to be able to keep your head up while feeling uncomfortable holding it".

After I tried the necklace made by my GUE-F instructor, and felt a bit uncomfortable (1-2 inches slack would have made it very comfortable to wear), after I told him that, he responded "Good, you have to feel uncomfortable because either your buddy is out of air, or you lost half your air, so you only have to get back and feel comfort on the surface alive."

My uninformed take reading your comment is that:
  • Shorter necklace wouldn't interfere with drysuit valve. For sure it doesn't with mine the way it's setup
  • You chin would not purge it if it's oriented in a good way. I think that you can move the mounting points of the bungee around the ziptie lower from the mouthpiece to have the reg balance. Your chin may purge if the mounting points are on the top and they hold it vertical more or less, but ig you move them a bit lower, it will rest more horizontal, with your chin potentially hitting the mouthpiece instead of purge, and allowing you to get better access if needed just by grabbing it with you mouth.

I’ve tried both silicone (7.5” dia.) and bungee (Scubapro S-Tek) on bare neck in warm water and get irritated rub marks on the back of my neck if I set it so I can insert reg hands-free. Is there a sleeve or something I should try around the necklace?
I also get skin reaction to the bungee and I don't always like wearing hoods. I use a length of 1/4in ID food grade silicone tubing. I just push the bungee through it and the silicone tubing is smooth and non-reactive on my neck, but the bungee is still there and adjustable like normal.
