I dive a SS PB (DR) with a DR Rec Wing and no STA, also a one piece continuous harness.

Using the DR tank bands, the tank does not move. I have challenged people to move it. It is super stable. Do you need an STA? I don't think so.

As for weight, I dive either HP130's or HP100's. In fresh water, using a Pinnacle semi-dry suit, which is pretty thick (10mm?), I'm am absolutely netural at 500psi at 15ft in my HP130's. My HP100's I feel ever so slightly positive at 500psi at 15ft.

What I have noticed are that the tank bolts cause the tank to ride a bit cockeyed, so I've learned to make sure the bolts are on the same side as my slug pony.
