High tide. You can gauge a lot by this webcam. Note that it is high tide- you can see variations in how the Sea covers the other levels of that platform where the guy is u/w with a flashlight…
BTW, that private boat there is directly over the Prince Albert Wreck.
Looks like at 5 am it was 7” higher, probably covering the top of that “get your gear organized” platform.
