Just picked up two of these tanks and they have a little surface rust from scratches. Should I be concerned? My other steels are worthingtons so this is new issue for me. There is also a little bit of wear on the bottom, they were configured as doubles so no boots were used.
 
Are you still using them as doubles? Don't bother to touch up the paint on the bottoms if that's the case. If you are converting them back into singles and putting boots on them touching up the bottom paint is a good idea. Be sure to use a self draining boot, not the stock OMS boots which are terrible at trapping salt and water against the tank.
 
Not using them as doubles, i believe the boots i have are standard faber boots. Would it help to drill holes in the boots? When you say clean it up do you mean remove all rust?
 
I would remove all rust and then put some zinc primer on the bare metal. ZRC galvilite cold galvanizing repair is probably the best product for that. You could touch up the enamel over that, I guess, but I wouldn't bother.
