I just in my pair of Jet XXL fins, and I think they are too big... I wear a size 12 hardsoled boot (Tusa Imprex 5 mm). The sizing guide said I should add one size for hardsole boots.
My one worry is that maybe they are the right size... How much room is acceptable in the foot pocket? I have another pair of fins (Aeris Velocity) that I wore with soft boots, but they may be too tight. Even with the strap off, the still stick firmly to my feet.

If you're wearing a sneaker sole boot with a size 12 foot, the XXL's are probably your only option. I have a size 11 foot, and bought the XXL's when I had some sneaker boots, and for my drysuit. I am able to fit into XL's if I wear a soft soled boot, which is what I would reccomend you do. As you are probably aware, the XXL foot pockets are gigantic.

For the Jets, how much movement is considered ok? If I tighten up the straps, I get it the fins where it doesn't shift much, but there is still a small amount of shift if I move them hard and fast. Is this acceptable or not? Before, I always was at the largest end of the sizing spectrum, so I don't know what limits are ok.

ps-I would try them in the water, but I cannot return them if I get them wet.

I would say that it aren't the right size for you. When you go underwater, the shift would probably become larger as your 5mm boots would be compressed by the surounding pressure.
