I was walking back to my hotel in the Market District of Cancun after a dental appointment once, and this Taxi driver started following me trying to get me to take a tour. I said "No thanks" several times, but he just following me in his cab. He just would not go away, but - it was a one way street for him, so I turned around and walked a few feet. He left. It's just amazing how some will harass a tourist, but getting in his cab could have gone worse.
