Yep, Bubble Junky is right....found the reference to it:

PADI Enriched Air Diver Manual, pp. 75-76

" Although these NOAA limits don't specify minimum surface intervals, and there's no measurable surface interval credit, it's recommended that you allow a surface interval of at least an hour between enriched air dives, whenever possible, especially if you exceed more than 50% of allowable exposure. This is believed to further reduce the likelihood of oxygen toxicity."

It should be pointed out that, while it isn't usually taught in recreational nitrox courses, that a "surface interval credit" can be applied to %CNS exposure. In fact, most dive computers do so. Most commonly a 90 minute half time is used. Also, some O2 exposure charts include it and, of course, you can calculate it yourself.

Yes, it is a RECOMMENDATION, not a rule. But bogus....hardly.

You know, I'd rather be responsible for a person taking an unnecessarily long surface interval due to my (and PADI's) "bogus" information and live than to have them dive to soon and die of CNS toxicity.

(I think a guy named Boguskie may have written this section of the book, however.)
 
I asked this same question when I finished my nitrox class... I don't own an analyzer and have used nitrox on about 4 trips now. they have one at the shops and have you sign off on it like letsgodiving said.
