Where did you hear this?

There is no *minimum* surface interval based on any gas you breath. It all depends upon your profile. I can do three back to back 1 hour dives on shallow reefs using 40% O2 if I so choose, and I still would not be anywhere near my NDL. Heck, I could to that on air! :D

OTU, CNS and NDL (includes the former) tracking decide how long interval should be. These are a result of time, depth and gas used........nothing to do with Nitrox in itself.

Wrong. You should not pass on Bogus info
 
If I remember correctly, the NAUI Nitrox tables are based on one hour surface intervals, which may be where that idea came from.
 
One hour surface intervals are also recommended in the PADI EANx course, and he did say.....

Hey I am very interested in taking a nitrox coarse mostly for reduced surface time, the class is reasonable and at only 2 to 4 dollars more a fill it seems worth it, but what im not
clear on is if ill have to buy a 400 dollar oxygen analyzer because if thats the case I think im gonna be diving air for a while. Also does anyone have thoughts on these online nitrox courses. THANX
I've had some situations where I've needed an analyzer. In one I needed to analyze on the dive boat, because of chaos involving filling and departure. In the another, I needed to analyze before diving with a full tank that was left over from months ago. In a third, I needed to analyze before diving with a tank that somebody's lent me. In another, I used my own analyzer because there were a lot of people the shop or boat waiting for their turn with the operator's analyzer.
