I usually drop my v weight in the cylinder, then wing, then plate. The friction of the wing keeps it stable. If it's a weight with a metal rail with hole to lock on a bolt I just put it central or to the bottom as a tail weight. It might be your bolts are a few millimeters too short, probably another cm or so to get the length if you need? That should fix it easily.
Shot weight bags of 1kg can also be used similarly and are malleable to best fit the trough in the cylinders.

Tested the rig and weight today and it was the chefs kiss. Perfect in terms of weight, did a dip after the dive and holding 3 meters stable with empty wing.

The rig also felt stable under the water.

The only downside is that the tanks are now 4 kg heavier on land when moving them around but that is a heavy lift anyway so part of the game
