It really depends on how much you want to do and accomplish. Some people say that shore dives aren't that great, but if yo want to do a quick dive there's hampton Beach and North Beach which is right up the street about 6 miles. They entries are very easy, and with a short seim or even while submerged you can find a lot of sea life around the rocks.

Granted the dives aren't very deep, but unless you want to take a charter to the Isle of Shoals or a drive up to Nebbles light, that is what is really available at Hampton.
