New "E" series PST tanks

The new E130 is 8 inch diameter. However, it occurs to me now as to the puzzling negative buoyancy. The new HP tank is 25.6 inches long where the old LP tank is 26.9. Thus, the new tank is shorter, therefore has less water displacement and, despite being lighter, probably does have the same relative buoyancy as the old tank. My conclusion is that the above table is correct.
