I heard of another case like this long ago where a person was shipping vis failed tanks to france I think to a charty organization that was forwarding them on to cuba where the tanks were acceptable to use. once he found out hwe was being looked at he ceased. he thought he was reducing landfill by giving tanks to those that could still use them instead of them using really borderline fail equipment.
