The XL ones are ever so slightly positive (with the steel spring straps), but i guess you could still call them "neutral". :)
see...my point exactly, My personal pair of Eddy XL when I dive in caves (fresh wa wa) is slightly negative..like will ever so slowly sink..really slow
 
UTD are neutrally buoyant (bungy not spring). I have a set and have used them for a about 50 dives. Sweet. But as water salinity varies so will fin buoyancy vary.

So many Eddy recommendations. Now the biggest question is orange or black...
 
Mine are black cause my buddies are orange. It does not hurt that I am also a Georgia Bulldog so I naturally hate orange.

I used to think the all black bit was cool - buddy was totally blacked out. that was until we did a really murky low vis drift in which I either completely lost him or could barely make out his tank. it's all fun and games until you're the one having to keep track of the blacked out guy. These days I dive with the GF in her hot pink twin jets - can't miss those. I'm not as murdered out as I used to be but orange fins sound like the nice thing to do for your buddy. and for Doby - Go Gators!

LOL, uh yhea, just hate them Vowels.. My swamp friends mainly wear blue and hide their orange streak..
 
OMS slipstream are neutral IIRC, I think UTD has some neutral (maybe even positive?) fins as well.

They sink, I promise you (I did something dumb once and had to chase one down at Sipadan Island :p ) ... but they don't feel heavy in the water at all (to me anyway). They're my fav fins, as well as the fins I travel with.
 
not exactly neutral, in fact no fin is neutral because water density changes depending on where you are diving..even all salt water is not the same density (read about the dead sea for fun)
Generally, the Eddy is close to neutral.

Thus while other brands would claim they are neutral, I just leave people confused because.. well they aren't neutral.

correct. Neutral ish I guess, much more so than my jet fins that sink like bricks. Great in doubles, not so great in sidemount....
