short fills are not the fault of the tank design, but of the LDS. if the place you are getting fills at fills to 3000 regardless of the tank design, then get a lp72. 6 pounds lighter, neutrally buoyant, and with the overfill holds 86cf.
Nobody is faulting a tank design.
LDSs don't all work the same.
Since the 3000 psi fills predominate, they get the most attention. One local shop always fill a cluster of 6 tanks at the same time. If one of those is a 3300 tank,. of the same size and shape, guess how much gas it gets.
