Keep in mind that Undercurrent has a long history of badmouthing Nekton. Don't know why, but I've yet to read anything favorable about them from the Undercurrent folks.
You have the information from the current issue of Undercurrent though. They say that Nekton is contracting with a day charter company to take some of their divers to different sites at Bloody Bay Marine Park to make sure they comply with the 20 diver limit. One thing that Undercurrent didn't mention though is that Nekton has just completed installing some new mooring pins in the Caymans, so they appear to be planning to be in the Caymans for awhile. It'll be interesting to see how it all pans out since Nekton is complying with the letter of the law at this point.
Oh yeah, and in talking with the folks at Nekton, they told me that Grand Cayman WANTED their business after Hurricane Ivan. The Caymans have been pretty closed off to new liveaboard opportunities until after Ivan when they went looking for new businesses to operate in the Caymans.
