That was not clear, so at this point the cylinder XXX out and is toast. Thus as said if something was agreed upon in that sale otherwise at the mercy of the seller.

FWIW the term VIP means a the scuba industry visual inspection. The requalification test (aka hydro test) includes both a visual inspection and hydrostatic test.
 
I know... I sent it out for hydro and when the hydro shop got it they saw the pitting and decided to VIP it first.
 
You mean the hydro shop did a visual inspection before the actual hydro. That is typical.

I'd get a second opinion. Water in the cylinder can do some major damage if given time. On the outside it's bound to dry. Corrosives can still be trapped and acting but that's like the stuff that happens under the blemished paint of an aluminum cylinder which passes all the time even under blistering paint.

Other than that you still did a bit better than break even against new.

IMO $60 is about 2X where I'd want to be for that deal.

I didn't see if they marked it or not yet. Haven't gone to the shop to get it.
 
Take $1 worth of super glue. Glue the boot to the tank, switch out the valve with an old crappy one and sell the tank for $40...
