Actually I just picked it up today... We had to move into a new house so it had to wait... So anyways there was some very minor minor pitting on the outside of the tank where the boot was... So minor that if I was to VIP+ them I wouldn't even look twice. Anyways I got excited figuring that I could just take it elsewhere and then I noticed the XXXXXXXXXXXXXX. The write up said they failed it due to the visual and they didn't even pump them up... I looked inside them and it was still shiny like the day they were made. I dropped it off at the scrap yard and got $19. So I am basically out $20 for the valve. I want to get a 30cf for a pony/deco bottle now...

Don't bother with a 30... a 40 will cost the same, is easier to rig correctly and hold 30 percent more gas.

That's really too bad. If they were improperly condemned, you probably could have taken them to another hydro facility and had them certify that the first place was wrong in condemning them, then held the dive shop liable for replacing the tanks. It's enough of a pain to not bother doing anything, but definitely do not give that shop any more business. Keep in mind that I'm saying these things based on your description; obviously none of us saw the tanks so it is possible that the hydro place was correct in condemning them.
 
I should have taken a pic prior to melting them. Hindsight is 20/20. I am certified to do VIP and I personally wouldn't have had an issue with them if these were a customers who brought them to me.
 
Lesson learned: Choose your hydro shop carefully. There are some incompetent monkeys at some shops. Be very careful if you get a PST tank and take it to get tested. I'm out a perfectly good LP95 because the shop tested it wrong....
